卢教授是广西贵港市人，毕业于北京外国语大学，曾担任驻美国外交官，现兼任北京市赵晓鲁律师事务所国际事务首席顾问。
他先后任职于国家邮电部、国家文化部、国家经济委员会、国家计划委员会、中国驻美国（华盛顿）大使馆、国家发展计划委员会及国家发展和改革委员会等中央国家机关。
长期以来，卢教授从事政治、经济、贸易、投资、法律（经济法、民法、知识产权法、国际法）、翻译理论及英语教学等领域的研究工作，有庞大的国内及国际业务联络网，有很好的人际关系和丰富的环球信息资源。他成功地处理过大量的国际业务问题，撰写了很多研究报告。在国内外的大型集会上作过几十场演讲。他培养出了很多优秀的学生。他是一位严谨、博学、活动范畴广泛、专业能力很强的国际问题学者。
卢教授是大型国际会议的英语同声翻译专家，是我国同声翻译界的一面旗帜。他曾为联合国秘书长安南、联合国工业发展组织总干事帕拉德里欧、世界银行行长麦克纳马拉、菲律宾总统阿罗约、澳大利亚总理霍华德和我国领导人李鹏、朱镕基、叶飞、彭冲、谷牧、黄菊、李岚清、吴仪、邹家华、陈锦华、曾培炎、回良玉、李克强、费孝通、巴金、成思危、薄熙来等担任翻译。

Prof. Steven Lu was born in the Guigang City in Guangxi, China. He graduated from the Beijing Foreign Studies University.
He successively held posts in the national organizations such as the Ministry of Posts and Telecommunications, the Ministry of Culture, the National Economic Commission, the National Planning Commission, the Chinese Embassy in the United States (Washington D.C.) the National Development and Planning Commission and the National Development and Reform Commission ( NDRC ). He has been engaged in conducting research in politics, economy, trade, investment, law, culture, translation & interpretation theories and practice, and English teaching. He maintains a huge domestic and international professional network, enjoying very good inter-personal relations. He has successfully completed a great number of professional projects and has written and published a lot of research reports. He has cultivated many excellent English students. He is a rigorous, learned, globally active and professionally strong scholar of international issues.
Prof. Lu is an English simultaneous interpreting expert for large-scale international conferences, and is a banner in the professional circle of simultaneous interpretation in China.
